Talal Chaudhry Criticises Proposed KP Police Law Over Police Command Structure

Minister of State for Interior Talal Chaudhry has criticised the proposed KP police law, saying changes to the police command structure could affect the chain of command in the province.

Talal Chaudhry said the proposed KP police legislation should remain consistent with the Constitution and the Police Service of Pakistan (PSP) Rules. He said the command and control structure of the police should not be disrupted, particularly as KP police continue to deal with terrorism-related challenges.

He claimed the proposed law would affect the powers of the Inspector General of Police and other senior officers. According to him, powers related to the appointment of BS-17 DSPs and SDPOs currently held by RPOs and DIGs could be changed under the proposed legislation.

He also said some appointment powers involving officers from BS-17 to BS-19, currently held by Additional Inspectors General, could be withdrawn.

Talal Chaudhry questioned how changes in the chain of command could affect police discipline and morale. He said police officers should remain accountable through the established command structure rather than political channels.

He also referred to the Chief Minister’s existing powers regarding consultation and directions on appointments. He said these powers do not necessarily affect the police command structure.

Talal Chaudhry further said recruitment, training and promotions should not become subject to excessive political control. He warned that changes to the police command structure could have implications for counterterrorism operations.
