Balochistan High Court Directs NHA to Upgrade Facilities, Plantations Along National Highways

QUETTA; The Balochistan High Court has ordered the National Highway Authority (NHA) to implement immediate measures to improve amenities, drinking water access, and roadside plantations along major transit routes, specifically the N-25 and N-50 national highways.
A two-member bench comprising Chief Justice Muhammad Kamran Khan Mulakhail and Justice Muhammad Najamuddin Mengal issued the directives during the hearing of a constitutional petition.
Solar-Powered Water & Plantations: The NHA must install solar-powered tube wells along the highways to facilitate extensive roadside tree plantation and ensure clean drinking water is accessible to travelers and local residents.
Designated locations must be established for separate rest and prayer areas, ensuring facilities benefit remote and disadvantaged communities.
Authorities are tasked with formulating a practical policy guideline to develop small business centers near rest areas through suitable leasing or rental terms on adjoining land.
Following a request from NHA Member (West Zone) Basharat Hussain—who noted a vacancy in the NHA chairmanship—the court granted additional time for the submission of a comprehensive progress report on development works.
The bench emphasized that upgrading these highway amenities will significantly ease travel conditions while directly supporting underdeveloped and remote local populations.
The court has adjourned the hearing until November 23, 2026, awaiting compliance reports from the relevant federal and provincial legal representatives.
